1. PURPOSE:
This Letter of
Agreement (LOA) sets forth the operational ATC procedures for the VATSIM Oakland
Oceanic Flight Information Region and the associated FSS Position with adjacent
ARTCCs and FIRs.
2. ROLES AND RESPONSIBILITIES:
The Offices of Primary Responsibility (OPR) for this LOA is the KZAK Facility Advisory Board (FAB).
3. DISTRIBUTION:
This LOA is intended for use by controllers of Oakland Oceanic FIR and adjacent ARTCC/FIRs and as a reference to controller training for, or staffing, the Oakland Oceanic FSS Position.
4. BACKGROUND:
This LOA, when in effect, shall supercede any and all previous agreements between ARTCC/FIRss regarding the operational procedures of the Oakland Oceanic FIR. However, this LOA shall be superceded by published VATSIM and VATUSA policies in effect, should there be any conflict between the two. This LOA was adopted on 02/01/03 by the following representatives:

5. PROCEDURES:
5a. Routing.
(1). Anchorage ARTCC shall route departures as follows:

5b. Coordination.
(1). Each ARTCC/FIR shall insure their controllers are trained on, and adhere to the coordination procedures outlined in the KZAK SOP 001 section 5(e) and 5(f).
(2). Vancouver FIR shall not handoff an aircraft to Seattle Center that has not obtained an oceanic clearance (OC) unless it has been coordinated and approved, and Seattle Center has assumed responsibility to obtain the OC.
5c. Cruise Altitude
(1). Aircraft shall file cruise altitudes for standard IFR altitudes for the departure ARTCC/FIR, and final oceanic cruise altitudes (which may be RVSM) in the flight plan comments (example: "R464 FL320").
(2). The departure ARTCC/FIR shall issue clearance to climb to final oceanic cruise altitude as indicated in the flight plan comments, prior to transfer-of-control. If this clearance can not be issued, the ARTCC/FIR shall inform the FSS.
5d. Time Compression Procedures.
(1). Aircraft must be at 1x at time of handoff to Oceanic FSS to allow sequencing in the non-radar environment of the Oceanic FIR.
